About the Programme
Our dedicated crews deliver daily cleansing operations across Tauranga’s CBD and arterial routes, completing all programmed rounds within strict time windows – including a two-hour CBD sweep between 5 am and 7 am to avoid peak pedestrian and traffic movements.
Services are supported by our fleet of modern sweepers, pavement cleaners, and washing units, with all work GPS-logged and photographically verified for transparency and performance reporting into Council systems.
Reactive works such as spill response, storm clean-ups, and post-event recovery are mobilised within hours, ensuring the city remains safe, clean, and welcoming at all times.
We also provide steam cleaning for cobblestone areas and public amenities, helping to maintain presentation standards in its busy and tourism-rich city.
Quality Assurance
Onsite supervision, route audits and real-time data capture underpin quality. All completed works are GPS-verified, with regular joint audits conducted alongside Council to ensure standards are met.

Health and safety is tightly managed across this highly populated network w,ith crews always in high-visibility PPE and appropriate traffic and pedestrian management plans implemented where required. Regular risk assessments, toolbox talks and supervisor checks reinforce safe behaviours, while all staff are trained in hazard identification, spill response and emergency procedures to ensure a structured, safe and swift response when we are called upon.

Meeting Complex Operational Challenges
Delivering services in a busy CBD requires monitoring and agility to maintain service levels and quality around changing needs – from special events and extreme weather to rising pedestrian volumes and evolving road layouts.
Our approach is built on flexibility and forward planning. We adapt routes to suit new traffic patterns, adjust schedules around recycling collections to improve outcomes for cycle lanes, and scale resources for major events such as AIMS Games, which can bring more than 15,000 additional visitors into the city. Night shifts, flexible rostering and rapid deployment of additional sweepers and wash units allow us to manage demand spikes while maintaining consistent service levels.
During heavy leaf season, our heavy leaf app provides full visibility for Tauranga City Council, supporting early intervention and reducing flood risk ahead of major weather events. We also deliver proactive pre-weather grate clearance using our specialist leaf truck, with live progress monitored by Council through our digital app while operators move across the network.
In early 2026, in response to severe weather events that resulted in multiple slips across the region, our teams were dispatched within hours to assist Council in keeping the network operational, including clearing blocked sumps and supporting recovery efforts following the Mount Maunganui landslide.

For more than two decades, InterGroup has consistently delivered all aspects of this contract to Council’s required timeframes, budget and quality expectations.
Beyond core delivery, we have added value through initiatives such as GPS-enabled tracking of illegal dumping hotspots and the use of our consented in-house waste facility – providing operational efficiencies and cost savings passed directly to our client.
Continuous improvement has included the introduction of water-efficient washing techniques, protective anti-graffiti coatings and investment in specialised equipment such as mini sweepers to address localised challenges. These initiatives have reduced repeat vandalism, improved asset longevity and delivered better long-term value for Council and ratepayers.
