The Contract

InterGroup commenced delivery of CBD Cleansing services for Wellington City Council in July 2025, providing cleansing and maintenance services across Wellington’s dense and high-profile central city environment. 

Our local teams deliver a wide range of routine and reactive services across the CBD, including manual and mechanical sweeping, pavement washing, rubbish bin servicing, rubbish bag collection, sump cleaning and public shelter cleaning.  

Services are delivered across busy pedestrian areas, transport corridors and public spaces, requiring careful coordination around commuter activity, hospitality precincts, events and the city’s unique operational challenges.

Hitting the ground running 

InterGroup successfully mobilised this contract within an accelerated two-week timeframe, implementing a detailed mobilisation programme to ensure continuity of service from day one. To support the swift start-up, specialist plant and equipment were initially redeployed from InterGroup branches nationwide, including sweepers, wash units and support vehicles, while experienced supervisors and operational personnel were mobilised to establish shift structures, route planning and quality controls. 

Night operations were established immediately to ensure key CBD cleansing activities were completed ahead of peak pedestrian and commuter movements, with critical routes and high-visibility public areas prioritised during the initial operational period. 

Our teams quickly established strong operational rhythms across the network, stabilising service delivery and maintaining presentation standards throughout the CBD while permanent local resourcing and longer-term efficiencies were finalised. 

Following a successful two-week mobilisation, our Wellington CBD cleansing team quickly established strong service delivery across the network – helping keep the city clean, safe and well presented from day one.

Service delivery 

We now delivers daily cleansing services across Wellington’s CBD, including the servicing of 648 public litter bins, many requiring multiple collections each day in high-use locations. All Council rubbish bags within the CBD are collected nightly between 9pm and 6am, with streets continuously monitored and maintained throughout the day to ensure the city remains clean, safe and presentable. 

Drainage maintenance is delivered through a comprehensive sump cleaning programme covering 1,871 drainage assets across the CBD, along-side proactive maintenance and responsive callouts to maintain network functionality and reduce flooding risk. 

In addition, we maintain approximately 50,220 square metres of CBD pavement area through programmed cleaning and hotspot water blasting – while public shelters are cleaned and maintained on a cyclical basis to ensure assets remain safe, operational and well presented. 

We demonstrated our capability by rapidly mobilising specialist equipment and experienced personnel from across the country to successfully meet the programme deadline.

Quality assurance 

On-site supervision, regular route auditing, and real-time verification underpin programme quality. Daily inspections and strong audit processes ensure services are consistently delivered to specification, while close communication with Council enables responsive management of operational priorities and emerging issues. 

Independent monthly audits undertaken by Council across randomly selected CBD streets have returned consistently strong results, with InterGroup achieving an average 98 percent pass rate during the first eight months of the contract. 

Delivering in a complex CBD environment

Successful service delivery within Wellington’s CBD relies on agility, expert supervision and a proactive approach. Our crews work across busy pedestrian areas, transport corridors and public spaces and as such are constantly adapting to changing operational demands including events, peak commuter activity and reactive cleansing requirements. 

InterGroup works in a highly collaborative manner with Council teams to safely and respectfully manage sensitive clean-up activities within the CBD environment – ensuring operational requirements are balanced with public safety and stakeholder expectations. 

Additional event-related works, reactive call-outs and community response activities are regularly incorporated into operational delivery, with resources flexibly deployed to maintain presentation standards across the city at all times. 

Ealry Programme results

Since its commencement, InterGroup has quickly established consistent, reliable service delivery across Wellington’s CBD, already achieving excellent early results across the network. 

Our performance during the first eight months of the contract has remained consistently above target, with scheduled works delivered in accordance with agreed frequencies and response timeframes. Independent monthly audits undertaken by Council across randomly selected CBD streets have returned an average 98 percent pass rate – reflecting the strength of our mobilisation, supervision and quality assurance processes. 

The successful mobilisation and ongoing delivery of this contract demonstrates InterGroup’s ability to rapidly deploy resources, adapt within complex urban environments and maintain high-quality service outcomes under demanding operational conditions.
