About the Programme
This long-running programme plays a vital role in maintaining Auckland’s essential stormwater infrastructure – with InterGroup inspecting approximately 180,000 to 220,000 metres of pipeline annually.

Safety Across Complex Networks
Safety underpins every aspect of our delivery. Our crews routinely operate in confined spaces, steep terrain and high-traffic corridors and are well-versed in implementing robust permit systems, atmospheric monitoring and traffic management controls.
Our safety-first approach is embedded in all aspects of our operations on this contract where risks such as hazardous substances, confined spaces, traffic and high-pressure systems require strict controls. We conduct thorough risk assessments, implement Safe Work Method Statements (SWMS), and enforce Standard Operating Procedures (SOPs) tailored to high-risk tasks. Our workforce undergoes annual Verification of Competency assessments, regular safety briefings, and specialist training, including confined space and emergency response protocols

Supporting Smarter Asset Management
Our teams capture high-quality CCTV footage and provide standardised defect coding and GIS-ready condition data to support maintenance planning and renewals prioritisation. We only inspect pipes but also support Auckland Council by cleaning them and removing heavy debris and root intrusions that restrict network capacity. This enables the network to operate at full capacity, helping to reduce flooding in affected areas.
Our wider services also include laser profiling, drone inspections and integrated data processing – providing Council with clear, reliable information to inform their proactive infrastructure investment.
By combining CCTV inspection and deformation analysis in a single pass using tractor-mounted laser profiling, we reduce disruption on the network while accelerating the delivery of actionable condition data.

Innovation in Challenging Environments
Not all assets can be inspected using traditional methods. InterGroup’s investment in innovative technology has allowed us to meet arising challenges. For example, deploying our confined-space entry Elios 3 drone where conventional CCTV would be ineffective or impossible. With the drone able to capture high-definition video alongside georeferenced 3D LiDAR data, we have been able to provide Auckland Council with unprecedented visibility of the asset’s condition, efficiently and without the risk of man-entry.
Data Quality and Continuous Improvement
Quality assurance is embedded through structured supervision and independent auditing of coding accuracy and operator performance. This ensures defect data is consistent, reliable and fit for purpose and provides Council confidence in the outputs used to guide maintenance and renewal decisions.
Our highly trained, skilled and experienced team consistently achieve a 95% audit pass rate as per the NZ Pipe Inspection Manual (4th Edition).

In 2025, Auckland Council provided InterGroup with a ‘Letter of Excellence’, in recognition of our agile and outstanding service on the Critical Asset Condition Assessment programme. This acknowledges the work we have done , inspecting around 180,000 meters of pipeline each year, and highlights our resilience and capability to deliver high quality works, safely and efficiently, in challenging environments.
